Inb4 every character is useful. S tier borderlands 2 characters salvador. I guess his whole gimmick is being hard to kill with skills like emergency. Some are definitely better than others but any character can effectively go through the game. Hes good dont get me wrong hes just so underpowered compared to the rest.
